We have extended the deadline for applications for the full CAGG scholarship to participate in the 2026 Emerging Leaders Program (ELP)

Are you an early- or mid-career public official working in a Government House in Africa? The Emerging Leaders Program offers a unique opportunity to strengthen your leadership skills, connect with peers across the continent, and access world-class executive education through a fully funded scholarship.


Public officials from Ethiopia, Nigeria, Tanzania, the Democratic Republic of Congo, South Africa, and Kenya are invited to apply for the CAGG Fellowship Program, which provides full scholarships for the Emerging Leaders Program hosted by UONGOZI Institute in partnership with HAUS Finnish Institute of Public Administration.


About the Emerging Leaders Program


The Emerging Leaders Program is a six-month asynchronous online course specifically designed for working professionals in the public sector. Participants will gain practical tools and leadership capabilities through modules focused on:


  • Strategic communications

  • Evidence-based decision making

  • Peer coaching

  • Emotional intelligence

  • Ethical leadership


The flexible online format allows participants to continue their professional responsibilities while advancing their leadership development.


Who Will Participate?


The cohort will include up to 50 emerging leaders from both the public and private sectors across Africa. The program aims to foster collaboration, knowledge exchange, and regional networking among future leaders committed to public service and institutional strengthening.


Program Host and Partners


The program is hosted by UONGOZI Institute, a leading African institution that has delivered executive education programs to more than 17,000 leaders over the past 22 years.

The initiative is developed in partnership with HAUS Finnish Institute of Public Administration, internationally recognized for its expertise in public administration and leadership training.

Full Scholarship Coverage

Up to 12 fellowships will be awarded, covering the full course fee of USD $1,060.


Exclusive Global Networking Opportunities

Fellows will participate in monthly virtual seminars featuring distinguished public policy and leadership experts from around the world.


Personalized Mentorship

Participants selected for the fellowship will also receive additional mentorship to reinforce learning outcomes and support the practical application of leadership concepts in their professional environments.


Eligibility Criteria

To apply for the CAGG Fellowship, candidates must:


  • Be emerging leaders in the first half of their professional careers

  • Work in African government headquarters or executive offices

  • Be based in one of the following countries:


    • Tanzania

    • Ethiopia

    • Nigeria

    • Democratic Republic of Congo

    • Kenya

    • South Africa

  • A recommendation letter from a supervisor

  • Participation in a virtual interview
